The start date to clean up Boat Harbour, Nova Scotia biggest environmentally contaminated site, may be pushed back by a year to 2021. The clean up project at the pulp mill waste facility is separate from a new treatment system that is being proposed by Northern Pulp to replace Boat Harbour. However the cleanup is facing its own regulatory and environmental challenges and lengthy delays have become an issue.

Halifax regional council has asked finance staff to reconsider the proposed capital budget for the next 3 years. Back in December, managers recommended $144 million for this fiscal year, $145 million for the next and $141 million for the following. The list of projects on the proposed capital budget focuses on repairs and safety issues.
